This Annual Lecture by Kemal Derviş, head of the United Nations Development Programme, stresses the development side of climate change, in particular the plight of poor nations—and poor groups within countries—who have contributed least to the stock of greenhouse gases, and yet face the prospect of a disproportionate effect on their livelihoods and health. Addressing the requirement for a broad consensus on the appropriate target for reductions of greenhouse emissions, the Lecture also identifies that multiple instruments and novel technologies must be explored to see how energy patterns can be changed. Most importantly, all of the major players in the world will need to be closely involved in the process of seeking solutions to the problem of climate change.
